File a police report at the ward station and get the stamped record (biên bản). Your embassy will not act without it.
Contact your embassy or consulate for an emergency travel document or a replacement passport.
Do not book a flight yet. You also need a re-issued exit stamp from Vietnam Immigration, or you will be stopped at the airport.
Bring photos and any ID copy. A photo of your passport data page makes every step faster.
