Singapore PR: Do Vietnamese Documents Need Apostille or Translation?
💡 For Singapore PR (ICA) or Employment Pass and S Pass (MOM), your Vietnamese documents need a certified English translation - not an apostille and not a certified true copy from Vietnam. From 11 September 2026 Vietnam can issue apostilles, but Singapore ICA and MOM do not require one for immigration submissions. What Does Singapore ICA Require for Vietnamese Documents?
Certified Vietnamese translation for Singapore PR means providing your Vietnamese document with a complete English translation and a signed certificate of accuracy from the translator. ICA does not ask for apostille or a government-certified true copy from Vietnam - they want the document content in English, verified by a professional. This rule applies to all common document types: birth certificates, marriage certificates, academic diplomas and transcripts, and employment records.
Singapore's Ministry of Manpower (MOM Employment Pass documents page) is explicit: "For non-English documents, you must upload the original document together with an English translation as 1 file. The translation can be done by a translation service provider." No apostille. No notarization. No certified copy from a Vietnamese government office.
Does Vietnam's September 2026 Apostille Change Anything for Singapore?
Vietnam joins the Hague Apostille Convention on 11 September 2026. From that date, Vietnam's Ministry of Foreign Affairs can issue a single apostille certificate for Vietnamese public documents, replacing the old multi-step consular legalization chain. Singapore is a Hague Convention member and will recognize Vietnamese apostilles.
This simplifies the authentication pathway for Vietnamese originals - but it does not change what ICA or MOM ask you to submit. An apostille tells a foreign authority that a document's seal and signature are genuine. Singapore immigration does not require that step for standard PR or work pass filings. Do I Need a Certified True Copy from Vietnam's People's Committee?
A certified true copy (sao y ban chinh) is produced by a Vietnamese notary office or the People's Committee to confirm that a photocopy matches the original. Singapore ICA and MOM do not require this. You submit the original Vietnamese document with a certified English translation. Certified true copies are relevant when a Vietnamese domestic authority or another receiving country specifically requests one. That is an internal Vietnamese requirement, not a Singapore one. A certified true copy does not translate the document and cannot substitute for a translation.

What a Certified Translation Must Include to Meet ICA Standards
A certified translation for Singapore ICA should be a complete, word-for-word English rendering of the Vietnamese original, accompanied by the translator's signed certificate. That certificate states: the translation is accurate and complete; the translator is competent in both Vietnamese and English; the translator's full name and the date are given. If ICA's checklist for your specific application type mentions notarization, that is a separate step performed by a notary public or commissioner of oaths in Singapore - it does not change the translation itself, only adds a notarial attestation on top.
