Does the apostille replace the certified translation - or the other way around?

Neither replaces the other. The apostille and the certified translation serve completely different purposes. The apostille tells IND that the Vietnamese official who signed your birth certificate or marriage registration genuinely holds the position they claim - it authenticates the seal and the signatory's capacity.
