Vietnamese Documents for UAE: Apostille or Attestation?
💡 The UAE is not in the Hague Apostille Convention. Vietnamese apostilles available since 11 September 2026 are not accepted there. For a UAE work visa or residence permit, your Vietnamese documents still need full attestation: certified translation first, then notarization in Vietnam, Vietnamese MOFA authentication, Vietnamese embassy legalization in UAE, and UAE MOFA.
- The UAE has never joined the Hague Apostille Convention and does not accept apostilles from any country.
- Vietnam's new apostille (effective 11 September 2026) works in other member states but is not valid for UAE submissions.
- Vietnamese documents for UAE still need the traditional five-step attestation chain, starting with a certified translation.
- Germany, Austria, and Czech Republic also require traditional legalization: they formally objected to Vietnam's Hague accession.
- Plan 3 to 6 weeks total and order the certified translation first, before the rest of the chain can begin.

| Question | Hague Convention countries (130 members) | UAE and other non-Hague countries |

| Certified translation needed? | Yes, always (apostille does not translate) | Yes, always - step 1 of attestation |
| Notarization needed? | Not required for most Hague countries | Required, in Vietnam |
| Full authentication chain | Certified translation + MOFA apostille | Certified translation → notarization in Vietnam → Vietnamese MOFA → Vietnamese embassy in UAE → UAE MOFA |
| Typical processing time | 3 to 7 business days | 3 to 6 weeks |
| Final authorizing body | Vietnam MOFA (apostille stamp) | UAE Ministry of Foreign Affairs |
Does the UAE accept the new Vietnamese apostille?
No. The UAE is not a member of the Hague Apostille Convention. The Convention currently lists 130 contracting parties. The UAE is not among them.
Vietnam became a contracting party on 11 September 2026. This means a Vietnamese apostille stamped by Vietnam's Ministry of Foreign Affairs is now recognized in other Hague member states. However, because the UAE has not joined the Convention, a Vietnamese apostille carries no legal weight when your documents are submitted to UAE immigration, the UAE Ministry of Labour, or any other UAE government authority.
Many people hear that Vietnam now has apostille and assume this simplifies all international submissions. It does, but only for other Hague member countries. For the UAE, nothing has changed since before September 2026.
Why the UAE sits outside the Hague Apostille Convention
The UAE has not ratified the 1961 Hague Convention on apostilles and has not announced plans to do so. This applies to documents from every country: the UAE rejects apostilles from the US, UK, France, Australia, Canada, and Vietnam alike. Saudi Arabia joined the Convention in April 2022, which sometimes creates confusion, but the UAE, Qatar, Kuwait, and most other Gulf states remain outside it.
For non-Hague countries, the internationally accepted method for document authentication is consular legalization, also called attestation. This is a chain of official stamps that starts in the country where the document was issued and ends with the receiving country's own foreign ministry.
The full attestation chain for Vietnamese documents in UAE
For professional and educational documents, the process has five steps:
- Step 1 - Certified translation: A professional translator translates the Vietnamese original into English (or Arabic) and signs a certificate of accuracy. This translated document is what the rest of the chain will authenticate.
- Step 2 - Notarization in Vietnam: The certified translation is notarized by a Vietnamese notary office (văn phòng công chứng).
- Step 3 - Vietnamese MOFA authentication: The notarized translation goes to Vietnam's Ministry of Foreign Affairs for the country-level authentication stamp.
- Step 4 - Vietnamese embassy legalization in UAE: The MOFA-stamped bundle is submitted to the Vietnamese Embassy in Abu Dhabi or the Vietnamese Consulate General in Dubai for further legalization.
- Step 5 - UAE MOFA attestation: The finalized documents are submitted to the UAE Ministry of Foreign Affairs for the final attestation that UAE employers and authorities require.
Attestation service providers in Vietnam and the UAE typically coordinate steps 2 through 5. However, step 1, the certified translation, must be completed before any other step can begin. An untranslated Vietnamese original submitted into the attestation chain will be rejected at the notary stage.
Where does certified translation fit in the UAE attestation process?
Certified translation is the foundation of the entire chain. Every subsequent authentication step is applied to the already-translated, certified document. A certified translation includes the full translated text plus a signed declaration from the translator confirming the translation is accurate and complete.
For UAE submissions, the translation is typically into English. Some UAE authorities also accept Arabic. Confirm the language requirement in your job offer or visa category before ordering.
I provide certified Vietnamese document translation with a signed certificate of accuracy, ready for use in UAE attestation as well as US immigration and other official processes. Once the translation is complete, a licensed attestation agency in Vietnam or the UAE can handle notarization and the subsequent MOFA and embassy steps.
Which Vietnamese documents typically need attestation for UAE work?
UAE work visa and residence permit applications commonly require:
- University degree and diploma
- Academic transcripts
- Employment certificates from previous employers confirming job title and dates of employment
- Criminal record certificate (phiếu lý lịch tư pháp) issued by Vietnam's Ministry of Justice
- Birth certificate, marriage certificate, or other civil documents for family sponsorship and dependent residence visas
Each of these documents is in Vietnamese and needs certified translation as the first step before any attestation can proceed.
Are there other countries where the Vietnamese apostille does not work?
Yes. Three Hague member states formally objected to Vietnam's accession: Germany, Austria, and Czech Republic. For documents exchanged between Vietnam and those three countries, the traditional legalization route still applies even though Vietnam now issues apostilles.
All other non-Hague countries also fall outside the apostille system. Besides the UAE, this includes Qatar, Kuwait, Bangladesh, and several African and South Asian nations. Whenever you are submitting Vietnamese documents to a country not on the Hague member list, plan for the full attestation chain.
You can verify any country's current Hague status on the official Hague Conference status table. FAQ
Is the UAE in the Hague Apostille Convention?
No. The UAE has never joined the Hague Apostille Convention and does not recognize apostilles from any country. Documents submitted to UAE authorities must go through the full attestation chain ending with UAE MOFA, regardless of whether the country of origin has apostille.
Can I skip the certified translation if my UAE employer speaks Vietnamese?
No. UAE immigration and the UAE MOFA require documents in English or Arabic. The notary and MOFA steps of the attestation chain will not proceed without a certified translation. An informal arrangement with your employer does not waive the formal documentation requirements.
Does Saudi Arabia accept Vietnamese apostilles?
Yes. Saudi Arabia joined the Hague Apostille Convention in April 2022 and now recognizes apostilles from all member states, including Vietnam (a member since 11 September 2026). A Vietnamese MOFA apostille is accepted for Saudi submissions. The UAE and Saudi Arabia are often confused on this point because both are Gulf states, but their apostille status is different.
How long does UAE attestation of Vietnamese documents take?
The full chain typically takes 3 to 6 weeks. Certified translation takes 1 to 3 business days. Notarization in Vietnam adds 1 to 3 days. Vietnamese MOFA processing takes 3 to 7 business days. Vietnamese embassy legalization and UAE MOFA attestation can add 2 to 4 more weeks. Start the process well before your UAE start date.
Do I need an apostille if I am not going to a Hague Convention country?
No. An apostille is only valid between Hague Convention member states. If your destination country is not a Hague member, like the UAE, an apostille on your Vietnamese document has no legal effect there. Use the traditional attestation route instead, beginning with a certified translation.
